"It is only three weeks to go to COP17. There are still no indications of the likely outcome. A binding agreement on emissions control measures is out of the question. Nor is it likely that the Kyoto Protocol will be extended in its present form. If this happens it will leave a legal vacuum that could lead to unpleasant international consequences.
The critical economic situation in the EU makes economic assistance to developing countries to combat climate change an unlikely solution. The view of the international situation from this part of the world ahead of COP17 is not encouraging."  South African Professor Will Alexander previews UNFCCC COP17 upcoming conference in Durban.
